HB 413 (Rob Eissler) Directional Signage Transportation Committee

Relating to erecting certain signs on certain rights-of-way; providing penalties.

Bill needs to include affirmative defense language to protect against criminal prosecution for placement of "bandit signs." Currently, it includes a provision that would allow for the creation of Kiosk programs in the state. (More info...)

HB 441 (Larry Phillips) Scrap Metal/Theft Enviornmental Regulation

Relating to sales of certain regulated material and to the criminal penalties for violations relating to those sales.

Language is being created by Rep. Gary Elkins that would allow builders to install the A/C units and appliances on the day of closing. (More info...)

HB 1038 (Alan Ritter) TRCC State Affairs

Relating to the operation of the Texas Residential Construction Commission.

We feel that these are the most balanced TRCC bills thus far. NOTE: Of the 400,000 plus homes built since the 2003 creation of the agency, there have been fewer than 3,000 complaints with approximately 500 of them being taken to the state sponsored inspection and dispute resolution process. Relating to subdivision replatting by certain municipalities.

This bill contains a change that clarifies that a front setback line only on a plat with no formal restriction will not act as the restriction limiting the ability to file a replat. (More info...)

Relating to the issuance of bonds for recreational facilities by certain conservation and reclamation districts in Montgomery County.
